As for this bug, it is the first time hearing it. I have never experienced it on the GC/PS3/Steam version.

Maybe doing (Verify Integrity of Game Files) could help with the game.
Are you using Mods? Maybe a mod is affecting the game.
In library you have to right click Sonic Adventure 2 and then choose properties.
In properties you have to choose Installed Files and then you will see Verify Integrity of Game Files.
I hope this fixes the problem you have with the game.
Specifically, the Object Draw Distance option. Having that set to more than 2 causes the issue.
So if you're using the Object Draw Distance option, set it to 2 to fix the issue.
