Thank you all! With beta disabled, this works now.

Is anyone else still having this problem?
I wasn't in the beta to begin with and it works fine in TrainCrew, but in this game it doesn't work except for the emergency brake.
All other buttons work fine.
I have tried the installation instructions in the manual.

Problem solved.
I have a ZKNS-001 controller and for some reason it did not follow the manual.
I had to register the controller and button placement that it said to cut.
If anyone else is experiencing the same problem, I would be happy to help.

It appears that my controller ZKNS-013 is not compatible. I have followed the manual (not in beta either) but the handle is not responding. The notch is stuck at N while everything else is working (e.g. D-pad arrows, ABXY buttons). What a shame
