This FAQ page explains the problem. Anyway I strongly suggest you to try Hammer++, with many improvements making everything simpler and faster.

"Game/Mod not listed?
You might still be able to use Hammer++ with it.
If it's a multiplayer game or mod, use the Source SDK 2013 Multiplayer download.
For singleplayer, try the Source SDK 2013 Singleplayer download".
If you want to make a Portal mod you just make a map pack since the code isn't open source. You can find hammer in the bin folder. It's also where you would install Hammer++.
There's some tutorials out there on how to make a Portal mod but you would essentially be setting up an empty mod folder that has a gameinfo.txt that points to the base portal game folder for the dlls.
