Visual artifacts on characters when cutscene camera is at a distance

So I'm playing this on Windows 10, with a GTX 970 (huge system upgrade coming in Jan/Feb 2024) and playing with the settings on high. I've only been through the beginning cutscenes so far, and I've noticed that there are some visual artifacts in the NPC's heads/eyes that become worse the further the cutscene camera is. It looks fine when the camera's close.

What might be causing this?
