This isn't new. It's why you can prevent zombies from coming in by blocking single windows in a hallway with multiple breakable windows in RE2 remake.

The segment where you have to leap across a few gaps in the broken up parts of the bridge and you either fight or run across? Is that the section you are referencing?
If you look on the corners of this area, you see multiple walkways and lanes you can't go through. They all come from those and jump down into this valley.
There are scripted teleports, like Dr. Salvador during the village fight (he can teleport to destroy that awning and also when you open the door to one of the houses), but others are just cases where the developers didn't think that someone would actually be looking at the spawn points when they activated.
There are other gameplay mechanics that are poorly understood, like enemies catching up (they run much faster when you're not looking at them) or Leon's melee attacks becoming stronger as the story progresses (his kick is two times stronger by Chapter 13). Most of those complaints are probably from players of the original game that still remember how it was back then. I mean, enemies still spawned out of thin air back then, but it was a little different.
The original did this too. Most shooters do since the 2000s.

there are a couple spots here the only way they got thee is if they spawned there kinda thing
but overall the enemies spawning in is mostly smooth with some hiccups or "doom 3 closet demon" type thing going on, and for clarity im NOT complaining, most of them are more funny then anything. like the guy who spawned right in my face...yeah he died real fast, like bro you just watched me reload my rifle then show up?
my only REAL complaint is knife durability....cuz a battle ready combat knife can survive 50 years of use...but Leons knife? broke after stabbing one guy...but again i know why they did that, cuz fully upgraded knife is like playing on baby mode a couple stabs and a kick and most enemies die.
and yeah i noticed that Leon has super legs and his kicks could kill GOD
Shouldn't be a surprise what Capcom allows characters to do with melee attacks.
