You only have access to safehouse weapons doing contracts
Absolution is the first Hitman game where you cannot customize Single-Player loadout, and although I've been playing Absolution for years in SP mode, I've only recently started messing with contracts.
I missed this option too, but its there. Most of my Contracts have a specific weapon required to kill, which I pre-selected. You can do the same with disguises you've unlocked.
Quick play is one of several options to play contracts, create contract is to make new ones. You don't need to make new ones if you just want to play them (you play other peoples that they have made)
You can access customizations before playing them or before creating them, because while creating them you have the option to customize the required kill methods
And that's 1 of about 100 reasons why Absolution is generally considered among the worst of the Hitman games. It's on OK stealth game on it's own, but it falls short of being a good Hitman game compared to the rest, by a lot
And Birdkoo? What kind of moron would complain about being unable to customize LOCKED items? Of COURSE I'm complaining about UNLOCKED items!
Screw this. I'm abandoning my exploration of contracts. It's simply not worth the effort required to perform workarounds to bypass developer incompetence; there's insufficient motivation. I ahve high blood pressure, so I'm GTFOing before I pop a cerebral artery.
It's the same as Hitman(2016) you can't specify conditions until you prove they can be done, you bring specific weapons and disguises, complete the contract with them and then use those as the options after you finish it. If you don't have the weapons and disguises unlocked to use them, you simply cant use them
It was their first attempt at the system and its not nearly as robust as the newer games version of contracts
I was bored after a dozen contracts in absolution, compared to Hitman(2016) I've done 100's and still going
