Windows Security
Virus and Threat Protection
App and Browser Control
Exploit Protection Settings
Program Settings
Add program to customize
--(add both Batman Arkham City.exe and BMLauncher.exe)
You're going to find Control Flow Guard, tick Override system settings, turn off. Scroll down further till you find Force randomization for images (Mandatory ASLR) Tick override system settings then turn that off as well.)
Restart your pc, and your game should start with no problems. This fix worked for me, hope it helped.

I also wanna say this fix works for the other Batman games too (mostly origins which I had trouble getting to launch personally) as well as Dragon Age 2 which you don't need to tick off the control flow guard just the forced images
