Stuck at 30 fps with 50% gpu usage

I'm running an rtx 4080, i5 13600k, 32gb DDR4 ram, and on a WD_Black SN850X ssd. At 4K, my gpu usage sits at about 50% and I'm locked at 30 fps for some reason and I have no idea why. My TV refresh rate is 120Hz. The following are my settings:

Window mode: Exclusive Fullscreen (also tried fullscreen)
HDR: ON
Display Resolution: 3840x2160
Aspect Ratio: Auto
Upscale Method: DLSS
Dynamic Resolution Scaling: 60
Refresh Rate: 120 Hz
VSync: Off (I have gsync)
NVIDIA Reflect Low Latency: ON
Graphics preset: High (changed nothing, other than added Raytracing, which turning on/off doesn't change anything performance wise, still locked at 30fps)

Could anyone help? I'm also on the latest nvidia driver (536.67)

Also changing resolution keeps game locked at 30fps. Even going down to 1440p it stays locked at 30fps, and my gpu usage goes down to 20%.

disable nvidia reflex. in this game it does strange things. strange gpu usage for example.

Turned it off, still stuck at 30 fps

Wat does it do when you turn vsyc on? i also have a 4080 with an amd 5600x, and got way more fps on 4k... strange.. :( sorry you got thise :(

doesn't matter if I turn vsync on or off, still locked at 30fps.
I know for sure it isn't my gpu, because gpu usage just sits at 50% at 4K, then 20% at 1440p, yet it still locks to 30 fps. Something gone wrong with the settings but idk what it could be.

or maybe fps limit via driver? try other games. i have an rtx 4090 with an 13900k and with 4k max settings rt dlaa i have alway over 60 fps. and ALWAYS 100% gpu usage.

What's funny is if I disable DLSS completely, I get a lower GPU usage (around 30%), but still locked to 30fps.

there must be some fps limit via game, driver or tool.

try disable fps target. maybe the dynamic resolution triggers some strange behaviour.

Trying different games now, and they're also locked at 30 fps. Idk what the hell happened because before I played this game I was able to go above 30 fps in every game...

You have all games locked at 30fps now? Sounds like you have half-rate Vsync being forced somehow.
