I missed the fishing pole rat somehow

Is there a way to get the fishing pole later in the game if you miss him? I'm at the beach town with the fortune teller now

Yup absolutely, warp back to the bonehouses and seek him out in the swamps, he isn't too far from where you warp to in the bonehouses, just head to the swamp and go through the door with the big fish head, he should be straight ahead, you will see a marker on the minimap that says fishing pools.
