Homeworld 3 wont run. Goes through Steam launching process, but then doesn't open a window for the game. Zero graphics.

I ran the trial from May on this computer without a hiccup. I can run many other games including Cyberpunk

I've tried:
restarted my computer
Verified the game files through steam
Uninstall/reinstall game and nvidia graphics driver(including the bare bones install option)
became desperate
Tried using the -dx11 option for launching
Tried enabling windows 7 compatibility Mode
Ran program as administrator
Disabled fullscreen optimization
Created an entirely new Windows log in with everything disabled on log in

Task Manager shows:
BootstrapPackedGame with 1.6MB of memory and the Homeworld Icon
Homeworld 3 with 33MB of memory
the above never changes over time

I don't have another machine to try it on

This machine is unchanged since the Trial has:
AMD Ryzen 7 2700X 3.70 Ghz (not overclocked)
32G Ram
2TB SSD
RTX 4070 (not overclocked)
GTX 970 for PhysX and more monitors. (i have 4 monitors)

I'm not finding any other people having this problem through web/forum searches.

Any suggestions?
