How did emesis blue paint blood on their models

Like when medic stabs the big dude he gets blood on his face and hands how did they do that like is it a particle effect or a separate model that they locked onto medic idk how they did it

Texture edits. They just make a separate version of the character's textures with the blood baked in, and apply it via material override: http://gtm.you1.cn/sharedfiles/filedetails/?id=291500222
