At the bottom-right of the viewport, switch to the scene (non-"work") camera, click on the drop-down button, choose "Show Camera in Element Viewer", and change "znear" to 3 in the Element Viewer. Then, hold Ctrl while switching to the work camera, to copy the scene camera's settings (including "znear") to the work camera.
Source Filmmaker's manipulators don't work properly when "znear" is 0.
