Zeroing a hat to scout is breaking the hat

Why do the ears just do that... And how do I fix this?

You "zeroed" bones you shouldn't have.

When bonemerging a model onto another model, you should not apply the zero procedural preset to any unlocked bones. Make sure you expand the hat model's animation set and deselect those bones before applying the zero preset.

Do you know which bones it is? Because I tried unlocking each bone individually and none of them fix this issue

Oh its the left and right pivot bones, they arent being locked... What should I lock them to though?

I said "deselect", not "unlock". Leave any locks (or lack thereof) alone. Just make sure the bones that aren't locked (in this cases the pivot bones) are not selected when you apply the zero preset.
