Did you use the HWM (tf_movies) Engineer?

yea
Possibly may have to rig the character first, and then try again. I use SFM and has had the same issue. Did it work? If not try this: First load your character in which you will add a line to (in your case the engineer). Next, select the voice line in the clip editor. then right click the character. Third, scroll down until you see: Extract Phonemes. Try adjusting the controls in the extract phonemes box to see if this works. Then extract it and ply back your character voice.

Or this: Select the character you want to animate. If you’re working with a humanoid character, ensure it has a facial rig, which is necessary for lip-syncing.

Go to File > Import > Sound.
Browse for the dialogue audio file you prepared and import it into the session.
The sound file will appear in the timeline at the bottom of the screen.

Right-click on the character’s model in the Animation Set Editor and select Rig > Import and choose Simple Rig or a Face Rig if available.
