Do the DLCs "share"?

As an example, if I were to play with a friend who doesn't own any DLC, would I still be able to play as the Reaver(is that right?) faction against them?

I'm not really asking if they would be able to play a DLC race or faction, but would I still be able to use one when playing alongside them?

You would. I'm going to answer the question you're not asking anyway- that's another yes.
