It's rare but I found it in Fallen heights. Not in the first few islands, but eventually. Looks like little blue flowers growing on grass. Make sure you use the scythe on it, don't gather it with your hands.

Go to the ? you can access. They have the frescos that unlock key technology. If you've accessed flax that means you can access all back the final ?

As someone who is colorblind it was a pain because they blend in with all the other blue/purple flowers for me.

Ok, I finally found a bit of it, and was able to get a seed to grow more

i have the same problem. have you found a solution?

You just need to keep following the main path. The Sawmill is located, like all other progression technologies, at the Fresco islands that appear as the Question Marks on your map. It's a jarring amount of time from when you discover you first need planks to when you can actually start getting them, so just keep on the path and build up flax crops in the meantime, you will need quite a few.
