Stop destructive behaviour of 'disable popups' option.
Two prime examples from my games are:
- refusing to pay Ghost Fleet
- wasting top spy on counterintelligence buff

What's even the point of using that if it always chooses the worst option possible? If it the goal was to make gameplay harder - it should say so in description. Otherwise, it was a complete waste of development time, since it fails to provide a "popup-free" experience without frustrating the player, only adding to "this should still be be in early access" line of thought.
