Random stat points after level 13.

Please advise me. I noticed that my mercenaries stopped receiving random stat points as soon as they reached lvl 13. Now I got an excellent archer from the tavern with two cool traits, he is lvl 11. Is it worth leveling him up quickly using a training dummy? Is it true that random stats stop dropping at lvl 13?

Random stats points mostly come from camp event.
Some of those event only trigger during leveling up.
Like "I'm getting stronger" kinda thing after each level up.

But even at max level there are still some stats points event around for you.

Like recently, my archer do FF on my tank, then my tank have an option to teach that archer a thing or two that lead to said archer getting 1 new stat point.
