Edit: If you look at the concentrate description it says: [Name] Oil has an additional 50% (25%) chance to apply its effect.
Yes this is kind of misleading as it could be interpreted as either +50% or 50% increased chance (so 75% total)
In reality concentrates double the chance to trigger. So not having an oil = 0% chance, doubling that chance = 2*0%
Edit 2: Just tried it with Poison Concentrate (witout Oil) on Pugilist. Works as expected, no poison.
Thanks! So I guess worthless to stick concentrate in there without first applying oil.
