-This is a '90s retro game with hand-drawn animation,
a framerate limit is intended. It's a feature or let's say concept just like pixel art is. Some elements are animated at even lower frames, 12 - 15.
-Thanks for revealing that fix for the fullscreen - windowed bug.
Some systems work well full-screened or windowed, but not both.
I'll look into that some more for a future patch.
-You can check if your game is updated by looking under the title in the menu. The latest patch is 1.32. Among other issues, this patch addressed some lag problems and fixed the number of animations.
