You could try re installing the old Direct X from within the games folder \Steam\steamapps\common\Ghostbusters\directx9. Also from what I have read on the forums it is possible that the game is trying to launch in an uncompatible resolution & that running ghost_w32.exe in compatibility mode can help fix the issue.
