horse glitch??? HELP???

i just loaded in several times to a server adn my horses refuse to spawn in help me XD

Use Startup meta.

Your error is being caused by playing in public sessions with cheaters. :/
Cheaters uses mod menus to ruin the game in all sorts of frustrating ways.

The only way to fix this is by playing in unofficial private sessions.

Startup.meta is is a popular method for creating these private sessions.

Sadly, until Rockstar meaningfully address the cheating problem, you will continue to experience problems like this in public games. :(
