No it is not clear. Because people get random crash doesn't mean a mysterious force at play is behind it. Please review the numerous thread you can see in STEAM and the article I sent you for a more logical technical issue....
This game uses P2P. P2P isn't dangerous. It is used in many other games very safely.
P2P broadcast your IP to the host and other clients.
you cannot really use IP to identify someone anymore.
(now if you IP gives them access to your routeur because you have a weak password and allow management from outside home network, they will access to your computer and routeur. then you have a serious security issue and you should start to invest in a proper firewall or online security solution. That is really not about the game here but about how serious you are with your own security)
Going back on the topic : The only thing that could happen is that they start to DDos you.. but if it was the case you will not only get problem with the game byt you will not even be able to reach out anything on Internet. Your routeur will just be struggling. ddos is what it is : denial of service. Over stuffing your routeur with zillions of ping request that it become too busy to do anything else.
Usually even as per today standard a lot of home routeur are protected against this to a certain extend. One small hacker with his only computer as the point of attach will not be able to take your internet down. Massive DDos you heard about in the news that takes corporate sites downs takes thousands of machines up front to achieve such result.

However, I wouldn’t surprise me if certain mod-menus could crash the game. All a cheater would have to do is spawn in a zillion game assets and that would crash the session pretty quickly. :P
Don’t play RDO on PC, it’s an awful experience. :(
If you have a newer PlaySation or Xbox Red Dead Online is MUCH better on console; you don’t have to worry about cheaters. :/
