I'm now at the fifths jail at the save point where Zenkichi gets released from the real world jail and invades the jail with Futaba. The game is still freezing/hanging, either in the cutscene before I'm in the jail or right after I control Zenkichi in the jail. Every time the game freezes/hangs my CPU uses literally every power which isn't in use by another program. My CPU is always at 100 % usage when the game freezes/hangs. Also the game never recovers and just stays frozen. I tried playing the game 4 times so far and every time it freezes randomly after a short time.
Before jail five I could avoid all freezes/hangs by simply playing in Borderless Window mode. Now nothing helps. The hotfix1 didn't fix anything for me. Yes, I have installed the hotfix1 and the game in Steam even added the [hotfix1] tag to the Persona 5 Strikers name.
PC hardware:
GPU: Nvidia RTX 3090
CPU: AMD Ryzen 9 5950x
RAM: 64 GB DDR4-3600
HDD: M.2 SSD Samsung 980 PRO 1 TB
Everything is up to date: Windows 10 (installed the newest update a few minutes ago), NVIDIA driver (updated to the newest driver 461.92), BIOS, AMD chipset driver for x570 motherboards, and even GPU tweak from ASUS.
I had zero issues with Persona 4 Golden or any other game I have played with this hardware, but Persona 5 Strikers is just randomly freezing and I can't do anything.
EDIT: Found the solution to solve my problem. I had to disable SMT (Simultaneous multithreading) in my motherboard BIOS. Game hasn't crashed since then. Please fix this bug, so I can play Persona 5 Strikers with all 32 threads of my CPU and not only with 16 cores.
Also pretty ironic that SMT can also stand for Shin Megami Tensei. Who would have guessed that rejecting SMT solves all of your problems.
EDIT 2: Finished the game with Fullscreen and all other settings on max in 4k resolution. After I disabled SMT the game was 100 % working without any problems. I tried everything and P5S was maybe even the most flawless game I have ever played since I disabled SMT in my BIOS.
I won't use the hot fix, however I really hope you keep solving problems and get to the point Persona 4 Golden port is after some patches (wonderful port).
Thank you Atlus, P5S is so good and I have really enjoyed it, but please, give us Persona 5 Royal once for all 🙌🏼

Started at arrival in Sapporo, crashed the a few seconds after the investigation phase began. Was just walking around, not in a cutscene or anything. Running borderless, medium settings, 720p, as administrator, fullscreen opt disabled, off of a WD Blue 3D NAND 2TB internal ssd. Win 10 Home 1909, 18363.1379. Computer itself is a Core i5-1035G7 with 16GB RAM. Iris Plus gfx.

Japanese publishers in general have always been pretty ambivalent and wary towards the PC as a platform. It's not really until the last few years that a lot of Japanese games have been finding their way over here.
When I run the game in "windowed mode", perfect.
But if I run it in "fullscreen mode" or "bordless mode", the game doesn't load cinematics and the game turns black.

Tried all: re-instailing my drivers (as a HAD and HAVE all the newwst versions) and the game (4 times in a row), alt+enter a lot, lowering/improving the quality of graphics. But still, no dice.
The game itself and the tutorial battle until the particular moment with EMMA downloading and 2d-sprite of a hand with grey phone runs perfectly, on 60 fps. Because of that, i assume that there are some problems with 2d graphics. Because turned on cutscenes are causing infinte black screen to me.
And yes. Please, do something with your SEGA-support service. People were very scared, when "Dean" said that there will be no patch and it's player's problems (and on my issue, where i had written that i have all the newest drivers, he said to update my drivers. That's just ridiculous)

CPU: Inter Core I3-7020U @2,30GHz
GPU: AMD Radeon 530 (with the most recent drivers)
Memory: 4 GB.
The same thing had happened with Persona 4 Golden on pc. I'm talking about softlocks in the end of all-out-attack, when you can see camera rotates around the field and half-transparent character sprites. The game just stucks and won't let you go until you re-launch it.
As you can see by me 8-hours of ingame time and only one achivement, re-launching P5S is no help to me.
As weird as this sounds, that particular jail seems to crash if you have more than 16 logical cores on your system. Disabling simultaneous multithreading in Ryzen Master is a workaround, but I hope Atlus addresses this in an actual patch.
