I’d suggest Steam isn’t the only outlet of who plays games either. I heard patches made it good.

Steam can only refund the purchases made through them, here on the platform. Many keys for games here are bought and sold elsewhere, off of Steam. So there will still be a lot of people who have the game that didn't get refunds.

Although at this time, with the server shut down, if you're seeing any listed players, that's likely an issue with either a cached browser page within your browser or ISP, a broken webpage, or you're reading something wrong.
