They are blocking Telus communications internet connections in Canada at the moment, and there is nothing you can do about it except hope they fix the issue and until that is fixed i would recommend nobody in Canada with Telus pays anything for this game. I have been unable to tell if any other internet providers have been restricted but basically what is happening is that Jagex declares the connection "not secure" and what you can connect to on their site is spotty at best.
