Even if the developers had provided access to the PAK files and created their own API, most mods would just have been texture replacers and similar simple stuff. Not to mention that the game is extremely poorly optimized because they used the wrong game engine for what they wanted to do with the game.
Do you really think that modders would have created all the manually crafted, high-quality LOD geometry and textures this game is still largely missing?
The elephant in the is Denuvo, unless the game is liberated at some point or Denuvo removed, I don't think it will run modified, I maybe be wrong.
I hope the IP comes back.
