The only way I found was that I go to seal island in the morning and wait until night with high tide. How does it work? Low tide and high tide are changing when it is noon.
It's a bit of a waiting Simulator I know if you find something that I would be glad to hear it :D

The island has 2 statues. The first: when you enter the island by seal travel you go directly to the right. You enter a screen with a large statue that wants you to give it dragan balls. Thats the warp statue. The second one is the weather changing statue. To reach it you have to go travell to the top (part of the map directly above Jack the seal) and then move a screen to the right. Travel downward again, left and upwards (on the same screen). Basically you walk a spiral pattern. . The statue you find there can´t be used for fast travel, but it can be used to "pray for the weather"
