Yes but be careful because if they run into a cutscene first then they can decide your campaign choices. Ban those people and ammo hoarders.
You'll be able to join and play in DLC levels, you even get to collect and keep the loot but you won't be able to use it until you buy the DLC. So def wait for a sale.
There's stuff that requires a coop partner but I wouldn't sweat about it early on.
And honestly I stopped opening my games too cuz on apoc nobody joins anyways.
For coop I STRONGLY suggest you use the discord's LFG channel rather than just hosting public games. The only way to avoid high level players with OP builds murdering everything and trivializing combat is to make a private game. Matchmaking exists, but lacks any way to restrict what level of random players can join you.

I would not buy the DLC immediately. Beat the base game first and then consider it. Each DLC is essentially a level pack so to speak. Same gameplay, new areas to explore, new monsters, new gear, new classes, etc.
If you don't like the base game, you won't like the DLC.
Each DLC has an "adventure's" worth of content. However that won't mean much to you until you've beaten a world in the campaign. That's what each DLC is though: an additional campaign for a single world. In terms of quality I think each DLC is more or less on par with the base game.
