I saved the game with an encounter window open and then closed it for the night. Loaded the game up again the next day and it seems like all of the hostile forces are visible on the campaign map, including ones that shouldn't be visible. Only one force was visible when I saved, and it's the force near my submarine, to the Northwest of Guadalcanal. Everything else that's visible is well outside of my assets' detection range. Particularly egregious is the submarine visible to the Northeast of the map, nowhere near anything that could have detected it.
