You could choose to ignore the warning, and it seems 1 aid center will keep about 50-70 people alive, but the overall health will be low so about 10 of them will always be sick. Which is annoying because it's more mouths that aren't doing work and more annoyingly they'll call off sick in the middle of their power plant shift and cause the "low power" warning to go off all the time.
I still haven't figured out how to stop them from becoming over-populated without using a lack of healthcare as the answer.
Note: this game is buggy in critical areas and has a lot of issues that scream "the devs stopped caring long ago and probably even did a 180 on design plans at some point and forgot to clean up the dead ends"
