Again though, if it's so easy, and it is truly fixing 'flawed design' within the game, then it would have been done already. This alone screams that you're the odd one out as far as it being bad game design.

You're the one who wants the thing, so you should mod it in. Especially since you're claiming it's easy to do. Why should anyone else put in the work to do something that only you appear to want?
Better yet, just learn to aim without a reticle.
Either way, this is literally a skill issue on your part, mate.
If this was seriously the only thing keeping you from playing the game and you think it's a sever oversight, then your options are to either do it yourself or continue asking randoms on the internet for it. I'll leave you to figure out which one is more likely to happen.
