Heavy armor just doesn't matter at all
Unless it's dungeaters or bullgoat then there's no point to wear heavy armor besides role-play or maybe a passive buff such as the crucible knights set buffing crucible incants. If you're not going for max poise then you may as well just go light armor for the improved dodge roll and cap your endurance at 20. That way you can invest those wasted endurance points into something that'll actually matter.
Even in PvP, anything short of having max poise means you will be staggered mid combo/cast making it pointless to invest in unless you fully invest in it.

Hyperarmour.
As the moth said... hyper armor... if your using little weapons, or spells, you dont need armor. You need to be able to move the f out of the way before you get pancaked. Hesvy armor is for heavy weapons so you can make those demanding trades.

You get staggered way less with 51 poise in PVP. Great for when you want to sit on top of people.

END 99 + Talismans you can wear full heavy armor + weapon and still lightroll, just saying...

Who has 99 end in PVP?

Who has 99 END at all unless you're just power grinding levels and don't know what else to put it in.
No, Heavy Armor matters.

Glad they made armor actually matter at least a little, unlike ds3.

There are lots of lvl 200 and 200+

Heavy Armor makes a difference, but it is a trade that is more detrimental than beneficial. You lose A LOT of mobility, and all you have to show for it is being able to take maybe three more hits before you die. Better to just not get hit.

My first character is level 378 and she has no need for 99 END when they should be going into literally anything else.

I did max out END once, though just for the jokes. Dual wield Fingerprint Shields with max Vigor, Endurance, Strength and nothing else.

What I dont see need is for 60 VIG on NG, 30 is enough for NG and 35 for NG+, 60 for PC Radahn at NG+ and because of light crap (and I mean to survive 1 heavy hit).
I much rather go high END than high VIG, a lvl 200 char is more likely 99 END (89 lvls), 30 VIG (+20 lvls) leaving 91 points for other status (what is more than enough to be OP with anything or versatile).
After reaching weapon specs to wield it single handed I go throwing some points at VIG to survive 1 heavy hit then 1 point at primary weapon stat and END, the capacity to light roll tops it all even more against fast enemies so I go increasing damage negation as I rise END, or else damage negation is lower and that is it.
I dont go for trading hits but to have the reliability to survive 1 heavy hit with VIG and to sustain light roll, damage negation is like 3rd priority while "trading hits" is last thing I think of and just if I am playing so bad I ccan not do it with 1 hit only.
Heavy armor makes a massive difference in not only poise but the amount of punishment you can take in general, it can be the difference between getting 2 shot and getting three shot. I'd argue the opposite, that there's no point in taking light armor since it offers little to no protection.

"Has 30 Vigor and maxes out END to light roll with full heavy armor"

That's the funniest ♥♥♥♥ I've ever heard!

You only need to survive one shot. If you're banking on surviving three, you're taking too much damage.
