I have vague belief that there is still at least a fraction of a surviving community here, so I have to ask this inferior question: Why do the scavengers sometimes not pop up? I intentionally would put up super Scavs and try to take out the other AI as swiftly as possible just so I can fight the quickly expanding hordes, though a couple of the more urban or city maps I tried, the Scavs don't pop up.
