Well my favourite racing game on steam is flat out 2, But I'll do a fair review for this one.

The pro's-
The graphics look better than flat out 2.
Most the options are still available.
I also think the other AI players get better so trying to grind easy missions to get ready for harder ones isn't there, Which makes sense really.

And the Con's-
I think this is more single player, That doesn't bother me too much.
There's also more cars, So every start is just luck if you can get a good position early on.

So with the pro's out weighing the con's I'd recommend it.
