Unplug all your controllers except for KB and mouse, that definitely sounds like an input issue. If it works without plug in 1 controller at a time, or even plug in AFTER booting the game, then configure the gamepad in options.

It stills not stopping moving all the time in the menu, impossible to choose anything. Horrible!

I think I encountered this problem it is because of modern systems, if I remember correcttly you need to run game in compatibility mode for windows xp and cap fps at 30 or 60, all that no control as you mentioned is because of too much frames per second the game is rendered at.

Your post was a while back, but whatever.

I don't have your problem and even with 600+ fps (vsync off) it runs.

However, after Moses intro video, the picture stood still and flickered like crazy.

Solution --> options.cfg (***\steamapps\common\Midnight Club 2\userdata)
FullScreenEffects: 0
or in game -- FullScreenEffects Off

If you don't have "options.cfg", create it manually.

Maybe it will help you and others.

Played it for the first time in my life today on windows 10 and worked without any issues. But the game it sell is pretty bad in my opinion. The controls are garbage, the physics are on the level of GTA3 which is not what you want in a racing game and even the graphics look way worse than say NFS Underground from the same year.
