Can't learn spells with tomes in Mysidia

I bought tomes in Mysidia that my characters don't already know and the game won't let me learn them. Anyone know why?

Here is a video of me buying them and trying to use them and also showing what spells the character already has. No tome I bought from Mysidia works on any character.

Your spell list is full. The game caps the number of spells you can learn at exactly the number shown there. You'll need to "Forget" some of them to add news ones.

Do I retain the level of the spell if I forget it and then re-learn it later or do I have to start over from scratch?

Any spells you forget will have to be re-learned from level 1. Though you can use the Boost feature to speed up the spell growth in particular if you feel the need to do that.
