There's a couple of fuel hexes that are exhausted and are producing nothing but the logs of the private mining assets show that they're still incurring costs as if their workers still go to work etc. It would make sense if they were automatically disbanded. Nevertheless I have the option to disband them at a happiness and pp cost. Should I do it?...

Independent brigades/Militias, do they benefit from the SHQ and his advisors combat roles (gray - escape artist, deception etc and OHQ blue war skill) as they would if thy were under an OHQ?
