Sharpshot Bow with Tearblast Arrows is the usual choice for tearing off components, but the Tearblaster (if you have it) is actually better and faster, though you do need to be closer to machines for the Tearblaster to be really effective.
EDIT: Clarification
Make sure any tutorials are completed, aim for unique parts on different machines, and feel free to tear a few parts off of dead machines as well. There are also plenty of herds where you can pop off a dozen components in a single battle.
Maybe start a fresh game and skip straight to stripping off components.
Start a new game on story mode difficulty. Play through the intro until Rost tells you to gather components for fire arrows. Go to a couple of Strider sites and knock the blaze canister off their backs using the default starting bow. This should kill them in one shot. After each kill, keep an eye out for the "component removed" text popup in the corner.
I spent a couple of hours messing about with this on different accounts. It only seems to count components removed on the first shot, and as soon as you get a new bow it stops registering the hits entirely. I now also have the achievement.
