I just purchased the game and I'm not able to get it to run beyond the loading screen.
I have Direct X, My machine is not struggling.

The stills will come up and slowly transition.
"Press any button" text is displayed at the bottom center of the screen.
I press a key or mouse click and a small window pops up in the top right corner with Bethesda news.
It just keeps cycling through the the stills.
