unable to complete the scap dlc tutorial

While speed running the game i have locked out my save from accessing the scrap dlc as i purchased an upgrade for the lot upgrading the 2 spots to 4, now the tutorial cars wont spawn in so i cannot complete this tutorial

Seems to be a common issue, I have the same problem and won't be restarting to get to the same point. Hoping for an update to fix it.
