Alright, let me break it down for you
1. We'll need your game save files - could you extract them, zip'em and send'em to us at support@drago-entertainment.com ?
2. Have you already had a volcanic eruption in the game? Because if so, we'd have to investigate that - note that it's not the end game achievement, you got it when you first trigger the eruption
3. You can try to do this in the new game and see if it works, we tested it yesterday and it was fine, you can see it here:

I never triggered the eruption ever, so I opened a new game and polluted the ocean just like in the video and I got the achievement! Thank you so much!
I will let the guy know who made a detailed achievement guide on Steam (https://gtm.you1.cn/sharedfiles/filedetails/?id=3290233359) that this is faulty. I saw that there are others in the comment section of that post who tried and also failed to get this achievement because of the wrong guide.
And also, I will update some achievement stat tracker site on which I am registered, with this correct guide. :)
