When will the iOS version release? I tried googling it but I cannot find an answer.

We're still in open beta, and haven't announced a release date. We've got a few more features to finish an a zillion bugs to squash.

If I buy the expansions in steam, need I buy them again on IOS?

No, you won't have to buy them again. If you verify the same email in the app on multiple devices, they will share purchases, even cross platform.
