Houses can be acquired as cards like any other buildings.
There are also other cards that give you ratizens, notably one of the cards that do the timer thing before giving you the effect as well as a large building that has an active effect with medium length cooldown that gives ratizens as well.

Neither of those increase the taxes like the house does though.

or play general and just get free pop from the level ups

challenging.

it's one of thge challenging things. having to acquire a key ressource is not "a bad thing". you wouldn't play slay the spire and say "wtf this game is bad why do I have to get block cards sometimes???'"

The game does have a heavy emphasis on RNG, especially in the early waves and can give you situations you can't win against.
It is not that bad when you play at the base difficulty since you usually can salvage the situation but when you try to get high difficulty (was it called "pollution"?) you can definitely feel that a lot more.
