Can't get past the broken fort.

I've beaten the first two tiers of this area but I cannot progress to the next zone/portal area. The game lacks direction in how to do this. Do I have to beat a certain Tier before I can go to the next area?

Try re-rolling the adventure. The generation in this game is, how you say, temperamental and as such adventures are sometimes borked.

Also, unfortunately the game is dead, without any confirmation and just pure radio silence since August 2022.

Yeah, that's really sad, still one of my favorite game... had so much potential.
When I look the map I feel sick, looks like there were so much more locations planned...
I really wish one day they'll get back to it, once funding is no more an issue!
Dreaming is allowed, isn't it?
