Because its still 70 frames? Frame gen just inserts interpolated images in between the actual frame drawn by the GPU. Your input latency is going to increase, and your frame time doesn't actually change. Some games it works ok for, but on an already CPU heavy title its just not that great. Running an upscaler is going to be a better experience.
I suggest you try Intels presentmon app, you can graph things like GPU/CPU wait time and "see" what you're feeling.
You mention the cpu heavy title making it not great. Is this in relation to have poor frametimes, making frame gen less effective? My frame times are pretty stable in this game so I don't think it's that. Dead Space has poor frame times yet I still find frame gen beneficial.
Every game engine is different, and the way it interacts with the technology varies. CP2077 is very CPU intensive thanks to the open world with a lot of things happening, you can try turning down the cars and pedestrians some to gain a little more stability. Also, it depends which FG you're using. FSR 3.0 FG is broken as hell, DLSS FG works ok (sometimes).
But I do understand what OP means. I had that happen ONLY in "Paris Dakar Rally", when FG was broken. it reported 60 FPS on screen, but was sooo sloppy and laggy, that it felt like 20FPS. That was later on fixed with patches and NVIDIA driver updates.
You might be referring to reflex/input lags, that FG generated frames e.g. 120FPS don't "feel" like 120FPS without FG.

I don't have experience with it from other games, but like others mention above, it's probably different from game to game.
I tried FSR3 and frame gen, locked fps to 60, and was really impressed with the 100+ frame rate I got in the game.
However, I noticed increased latency / input lag from mouse, and noticed that Nvidia Reflex was greyed out, so that might be relevant.
Like I mentioned before: frame gen doesn't improve your PC performance but costs some of it.
The game engine always works with your native FPS, no matter if you're using FG or not.
If you've got a rather weak system that's only capable of calculating 30fps, FG might be able of generating 60 out of it, but your control input will still be 30 FPS.
Since 30fps is the minimum value needed for a game being smooth, and since there's already a noticeable difference between 30 and 60 fps, you'll experience heavy latencies and lags by faking 60fps out of 30.
This applies in particular by using 3rd party apps or mods that emulate Frame Generation.
Therefore for using FG, your PC should be able of getting 60+fps natively if you want a rather smooth game experience.
If not, it's even better sticking with native 30fps

I can run the game around 70 frames with ray tracing. Enabling, frame gen, it displays 120 fps but it still looks like 70. I can disable ray tracing to run the game 120 frames natively. The game visually looks smooth as expected. I then enabled frame gen, boosting it to 160. Still looks like 120, just with more ghosting/artifacting.
Using lossless scaling instead of built in frame gen, the game actually looks smooth. Using lossless scaling from 70 fps to boost to 120, it actually looks like 120 frames, even though there is artificating/ghosting/input lag.
I also tested to see if gsync is working. It's enabled when running the game. The frametimes also don't spike. They are pretty stable.
With all this, I've got no idea. I've got a friend who is also on a 3080 and he also claims that it visually doesn't look like frame gen is actually smoothing the game.
