For some reason, at Ultra settings at 3440x1440 resolution I only get 30-40 fps without upscaling? I'm on the latest drivers so I have no clue what's causing it. Any help would be appreciated!

The title's saying it at all, with my 2080Ti (yes, no RTX family, I know) I got lousy 30 FPS which is a drag for such an old game, even enhanced. But since it's the RTX version I'd be fine if it's designed for the 30's familiy and above only, but maybe I can do something for improvement to at least 60FPS.
