I've run into the same problem playing Crysis and Warhead (I've got CD versions with 1.21 and 1.1 patches respectively), but it looks that many other users still have or had the same experience with every game of the serie (including the remastered). However, some minutes ago I came across a discussion on Reddit where someone figured out how to fix this.
Actually, I think I solved the problem by enabling "global settings" in V-Sync and by setting max FPS limit at 60 in nVidia Control Panel. Once I did this, I had to run the game and disable V-Sync from the in-game options. I'm still obliged to write "think", because, as You mentioned, the stuttering events are random: therefore the "procedure" must first be tested for a statistically significant amount of time, before we may call it "solution".
Anyway, due to my poor competency with "computer related" matters, I'll give You the link where all the procedure, and the reason behind all we had to face, are explained.

I apologize for any grammatical mistake I may have done: English is not my native language.
Have a nice day!!
