Report a translation problem
The first thing is ensure you completed the requesting assistance quest because that one opens up a place that allows you to spend your crystal berries for some of the best medals. If you aren't on hard mode, you can actually get a list of the available medals to buy at the caravan so you don't need to have them offer the one you want they are also solid choices.
If you have all the medals you felt you need from there, well the fight itself you probably guessed is very rushdown. You have to give damage output as fast as possible since any more turns he gets is very bad. There are ways to do this, some breaks the game balance with the most straightforward one being jacking up the atk with a multi hit move. There's also leif's attacks having a strength on plants that can help, but just note that you can't freeze devourer and I am p sure you can't make it sleep either. You can numb them though, but the only option you have for this now is making numb bombs. If you want a better numb option, one medal becomes available at ch6 (you need to do the requesting assistance quest I mentioned earlier).
In general, the boss is just very hard. Most feel like delaying it until ch5-6, it being available early is mostly for the shock factor cause while it IS possible to beat it at ch2, it's extremely specific and difficult to do.

1. Devourer is a glass cannon. Least HP but highest damage out of all of the bounty bosses. You want to try to nuke him within a couple turns.
2. Leif's Icicle Crash move may be expensive but it does huge amounts of damage, so if you can stack up his attack and use it, it might even win in 1 turn if your attack is high enough.
Turn 1:
Strong start Kabbu uses Deep Taunt
Kabbu uses Spicy Candy on Vi, triggering Weak Stomach (use Squash Tart if you wait until after bandit stronghold and get squashes from the kitchen).
Vi (in front, with poison attacker, ADBP enhancer, power exchange) uses Hurricane Toss twice for 20 + 15 = 35 total damage
(Use Tornado Toss instead if you're not playing Hard Mode and save the TP.)
Boss does not use head slam (RNG)
Vi kills trivially on turn 2
(You can use a slower strat where Leif uses Bubble Shield, but because it doesn't protect from losing a character, the RNG strat where the boss only does a single target attack is the best if you want to do this at the start of chapter 4. Waiting until later makes it trivial, since you can add a second Poison Attack.)
I agree that the boss' attack design sucks, because the slam/character removal can easily just lose you the fight instantly and is completely random, but the boss has extremely low HP and just dies immediately.
