The recommended way to do this is not to edit the CA packs themselves, but to create a separate mod file which you edit. (When a problem such a mistake in a mod file causes the game to crash, you can simply delete that version of the mod file, return to an earlier version and continue with your modding project. However, if you made a mistake when editing the CA packs themselves, you're either looking for a needle in a haystack or you'll be re-downloading the game and starting again from the beginning.)

A good place to learn how to mod Empire is the Empire Mod Workshop: https://www.twcenter.net/forums/forumdisplay.php?651-Empire-Total-War-Mod-Workshop, particularly in the Tutorials, Tools and Resources section. Some answers to frequently asked questions by new modders are linked from this post: https://www.twcenter.net/forums/showthread.php?691495-Links-to-basic-how-to-guides-for-new-modders.

You can use DBEEditor, of course. I use Pack File Manager, the latest version is available here: https://sourceforge.net/projects/packfilemanager/

Good luck with your modding!

Unit stats are all in the patch5 pack.

I also use the PFM and have 3 folders, original, modded, and experimental.

Basically original is to save downloading the game if things go to poop, modded is the last stable modded file that hasn't broken anything, and experimental is what I am currently working on.

If you have added it as an additional pack you will need to activate it with the mod manager.

You need to go to settings and allow changes to pack files if you haven't otherwise the changes might not have been made in the right location.

Well that will be your issue then. It should be in the user guide for the tool you are using.

Did you create a separate mod file using Pack File Manager containing the unit_stats_table, or were you editing the unit_stats_table in patch5.pack? If you're doing the latter, I can't help you, because the only way I've used which worked was to create a separate mod file. This is is the recommended method.

If you created a separate mod file, did you put this file in your data folder for Empire Total War? Did you activate the mod with a user script file or by classifying it as a movie file?
